Local government is where the promises of democracy must become visible in people’s everyday lives. It is where communities should experience reliable water and electricity, safer streets, clean public spaces, functioning infrastructure and real opportunities to build better lives. Yet, for too many South Africans, municipalities have become symbols of neglect, corruption, political interference and broken promises. BOSA’s Local Government Manifesto presents a practical plan to change this. It sets out our commitment to build municipalities that put people before politics, appoint skilled professionals, spend public money responsibly and hold leaders accountable for measurable results. Our approach focuses on restoring reliable basic services, strengthening local economies, supporting entrepreneurs, creating safer communities and ensuring that every councillor remains accessible and answerable to the people they serve.

The 2026 local government elections stand as one of the most decisive moments in the history of our democracy. Our people face a growing crisis of governance, service delivery failures, unemployment, corruption, collapsing infrastructure, and municipalities that have abandoned their constitutional obligations. These elections are, therefore, a referendum on whether communities will continue to endure decay and neglect or rise to reclaim their municipalities and restore dignity to local government. For this reason, we approach these elections under the theme, Victory or Death!

In our 2021 Local Government Elections Manifesto, as we emerged from the shadow of the global COVID-19 pandemic, the ANC committed to doing and being better: delivering services more reliably, building safer and healthier communities, stimulating local economies, strengthening accountability, rooting out corruption and remaining accessible to our people. Our national municipal vote declined from 53.9% in 2016 to 45.59% in 2021, and the number of hung councils rose from 27 to 66.
