The United States on Tuesday imposed sanctions on commanders of armed groups it accused of driving the conflict in eastern Democratic Republic of Congo, where fighting has continued despite mediation efforts by Washington. Clashes have continued in eastern Congo, where M23 rebels, which the UN says are backed by Rwanda, and the Democratic ‌Forces for the Liberation of Rwanda, a Hutu militia rooted in the 1994 genocide, are fighting on opposite sides. Rwanda denies backing M23. The US Treasury Department in a statement said it imposed sanctions on M23 commander and chief of intelligence John Imani Nzenze, as well as Gustave Kubwayo, an FDLR commander and leader of an intelligence and special operations unit.

French President Emmanuel Macron and his Rwandan counterpart Paul Kagame on Tuesday inaugurated a memorial in Paris to honour the victims of the 1994 genocide against the Tutsis in Rwanda. Macron said the memorial placed the genocide of the Tutsis "at the heart of our capital and our history", and that it was "the culmination of a long and painstaking quest for the truth". In May 2021, during a visit to Rwanda, Macron recognised his country’s responsibility in the Rwandan genocide and said he hoped for forgiveness, seeking to reset relations after years of Rwandan accusations that France was complicit in the 1994 slaughter of an estimated 800 000 people — mostly ethnic Tutsis. However, he stopped short of issuing a formal apology.

Malawi will join other countries in repatriating its nationals seeking to leave South Africa, where attacks on African migrants have been reported in parts of the country. The Ministry of Foreign Affairs said in a statement late on Tuesday that the programme would be limited to citizens who have requested assistance, with details to be announced once logistical arrangements are finalised. Xenophobic attacks are a recurring problem in South Africa, where immigrants are often blamed for economic challenges such as high unemployment. Anti-immigrant groups have set a June 30 deadline for undocumented foreigners to leave, fuelling fear among migrant communities.

The World Health Organization said there have been 321 confirmed cases of Ebola in the Democratic Republic of Congo outbreak and 116 suspected cases, marking a large drop in the number of suspected cases as hundreds were ruled out after investigation. The agency said on Tuesday there had been 48 deaths and six people had recovered in Congo. The Congolese authorities first put out the new case numbers on Monday. In Uganda there have been nine confirmed cases and one associated death, WHO spokesperson Christian Lindmeier told reporters in Geneva. Later, Uganda's health ministry confirmed six more new cases of Ebola, bringing the total confirmed in the country so far to 15, the health ministry said on Tuesday.

A Kenyan court blocked on Tuesday for another three weeks a proposed US Ebola quarantine facility that has triggered protests killing two people and ordered the government to disclose its agreement with Washington. The proposed 50-bed unit on an air force base in central Kenya for Americans exposed to the virus in Democratic Republic of Congo or Uganda has angered many Kenyans. They accuse the US of offloading the health risk of caring for patients. A Kenyan court last week temporarily suspended the plan in response to a lawsuit from a legal advocacy group. However, US military aircraft have continued to fly in staff and equipment in recent days, according to a US official and diplomatic sources.

The head of the World Health Organization was due to meet with Democratic Republic of Congo's president on Monday to discuss the country's Ebola outbreak, which an aid agency warned was likely much larger than official figures reflect. The outbreak, already the third-largest on record, persisted for weeks undetected, say health officials, who are now behind the curve and struggling to bring it under control. Arriving in Congo last week, WHO Director-General Tedros Adhanom Ghebreyesus called for more international support to stop the disease's spread before he travelled to Congo's Ituri province where the first cases were confirmed. In a joint statement on Sunday night, the WHO and the Congolese government acknowledged it was "a challenging time" and that they were working to improve surveillance, testing and care for patients.
