            <description><![CDATA[The Minister of Finance has released the draft Co-operative Banks Bill for public
comment.
 
The Co-operative Banks Bill aims to:

    * formalise the co-operative banks industry by creating a legal framework for the regulation and supervision of their banking activities. This will afford depositors with Co-operative Banks the same level of safety and protection as enjoyed bydepositors with formal commercial banks; and 
    * provide for the support and development of the Co-operative Banks industry to ensure the sustainability and the growth of the sector and compliance with the provisions of this Bill.

            <title>Draft Dedicated Banks Bill</title>

            <description><![CDATA[The Minister of Finance has released the draft Dedicated Banks Bill for public comment.
 
The draft Bill aims to improve access to basic banking services  for low income and historical disadvantaged communities. The Bill creates the opportunity for companies such as, amongst others, large retail outlets, cellular phone companies; the Post Bank; and existing banks to expand basic banking services to these communities.
Companies may provide these services by becoming Savings Banks or Savings and Loans Banks (called dedicated banks in the draft Bill) by lowering the existing requirements provided for in the Banks Act No. 94 of 1990.

            <title>Draft Auditing Profession Bill</title>

            <description><![CDATA[The Minister of Finance has released the draft Auditing Profession Bill for public comment.

The draft Bill aims to:

    * introduce a more comprehensive and modern legislative framework for regulating the auditing profession than the Public Accountants’ and Auditors’ Board Act, 80 of 1991 and will repeal this Act;
    * improve the integrity of South Africa’s financial sector and financial reporting by ensuring that there is effective oversight with regard to the auditing profession as a whole; and 
    * introduce measures to ensure that potential conflicts of interest between auditors and their clients are minimized; and
    * facilitate swift and appropriate actions to rectify a situation in the event that circumstances give rise to an undermining of the independence of an auditor.
