Treasury on 2021 budget day lock-up logistics

The Minister of Finance, Mr Tito Mboweni, will deliver the National Budget speech on Wednesday the 24 February 2021, at 14:00.  
 
National Treasury will host a media lock-up on Budget day. The lock-up affords media an opportunity to interact with the budget documents under embargo. However, due to the Coronavirus pandemic, the lock-ups will take a slightly different shape, and attendance will be accredited in accordance with the COVID-19 regulations. Those who will be participating in the 2021 Budget lock-ups are reminded to maintain COVID19 protocols, with regards to social distancing and the use of masks and hand sanitizers throughout the lock-ups period.  
 
FOR MEDIA 

 
Accreditation will be on a first come first served basis and a maximum of 2 reporters per media house will be accredited to allow for adherence to COVID-19 protocols and social distancing measures.  
 
Other budget-day related logistics will be communicated closer to the time. 
 
ACCESS TO BUDGET LOCK-UPS 
 
1. Cape Town (Media) 
 
There will only be one venue for both Parliamentary Press Gallery Association (PGA) members and non- PGA journalists. A maximum of 50 journalists will be accommodated in the lock-up, which will take place in Parliament precincts. Registration for lock-up attendance will be open from 07:00 until 09:00. The lockup will start from 09:00 up until 14:00. Media houses are encouraged to select a limited number of journalists who will represent their institution at this lock-up to ensure fair representation of PGA and non-PGA members. To confirm attendance for the lock-up, the following details must be sent to Jabulane Mulambo on Mulambo@treasury.gov.za(link sends e-mail).

2. Cape Town (Economists) 
 
An economist lock-up will be hosted at 120 Plein Street, in Committee Rooms 1 & 2, Imbizo centre. A maximum of 14 economists will be accommodated given the capacity of the rooms and in line with social distancing regulations. Lock-up will be open from 09:00 until 14:00. Accreditation will be on a first come first served basis. Economists interested in attending the Cape Town lock-up should send their names, ID numbers, and contact details to Xolisa.Dodo@treasury.gov.za(link sends e-mail).     
 
3. Pretoria (Media) 
 
The Pretoria lock-up will have limited space, which can accommodate a maximum of 50 journalists. The lock-up will be hosted at 40 Church Square, Budget Council Room, Pretoria. The lock-up will be open from 07:00 until 14:00. Accreditation for the Pretoria lock-up will be on a first come first served basis, and only the first 50 participants to RSVP will be accredited. Journalists who are interested in attending this lock-up should send their names, ID numbers, and contact details to Malehlohonolo.Kasa@treasury.gov.za(link sends e-mail).   
 
4. Pretoria (Economists) 
 
An economist lock-up will be held in Pretoria and hosted at 240 Madiba Street, 1st Floor from 09:00 until 14:00. Only 30 economists will be accepted given the capacity of the room. Economists who are interested in attending this lock-up should send their names, ID numbers, and contact details to Kedibone.Ngalo@treasury.gov.za(link sends e-mail). 
 
NB: Lock-up accreditation: The closing date for RSVPs for all lock-ups is midday on Monday, 22 February 2021. Only accredited journalists and economists will be allowed in the lock-ups.
