In South Africa, the employment-intensive approach has expanded to go beyond the traditional infrastructure and construction sector to include the environmental sector and more recently to also focus on the social sector. In addition, the Community Work Programme (CWP) – which is the focus of this article - was initiated as a multisectoral, community-driven approach.
