Constitutional law – provincial government powers in relation to local government – s 106(1) of the Local Government: Municipal Systems Act 32 of 2000 – appointment of investigation into maladministration, fraud, corruption or other serious malpractice in a municipality – Member of the Executive Council may, in terms of s 106(1), appoint investigators to investigate allegations of theft.
