I wish to welcome all of you to this important meeting.

In particular, I welcome mayors and all other representatives from municipalities across the province.

As you all know, government has made a strategic decision to focus this year’s tourism month activities around rural development.

On several occasions I have stated that local government is where tourism happens, and this is why local government is best placed to create a memorable experience for tourists.

Once again, I am tempted to remind you colleagues that as set out in Chapter 7, Section 152 of the Constitution, one of the objectives of Local Government is to promote social and economic development.

I wish to remind you that Section 153 goes on to describe the developmental duties of municipalities.

This section states that a municipality must structure and manage its administration, budgeting and planning processes to give priority to the basic needs of the community, and to promote the social and economic development of the community.

Section 153 further states that a municipality must participate in national and provincial development programmes.

Local Tourism is also singled out in Schedule 4 (B) as one of the competency areas of local government. And also a concurrent responsibility between National and Provincial government (Schedule 4 (a)).

The Tourism Sector is a national priority sector with enormous potential to promote economic development, thus requiring of municipalities to promote it and support it.

Today’s programme is structured to all spheres of government to highlight government’s key interventions in turning around the situation.

There are few takeaways from the President’s Speech which I wish to reflect on.

Firstly, the President announced that from October 1, government will be allowing travel into and out of South Africa for business, leisure and other travel.


He further pointed out that travel may be restricted to and from certain countries that have high infection rates. National Government will be publishing this list in the next few days.

I am sure you all noted the President indicating that travellers will only be able to use one of the land border posts that have remained operational during the lockdown. He also singled out the King Shaka International Airport.

We visited the Airport with members of Cabinet sometime in July to monitor compliance with health regulations including those set up by the Aviation Authority.

We are satisfied with compliance with health regulations aimed at curbing the spread of COVID-19 in our airport. 

As the President indicated, on arrival, travellers will need to present a negative COVID-19 test result not older than 72 hours from time of departure.

The President emphasized that where a traveller has not done a COVID-19 test prior to departure, they will be required to remain in mandatory quarantine at their own cost.

All travellers will be screened on arrival and those presenting with symptoms will be required to remain in quarantine until a repeat COVID-19 test is conducted.

In addition, we welcome the fact that the hours of curfew have been changed. The curfew will now apply between midnight and 4am.

The sale of alcohol at retail outlets for home consumption is now permitted from Monday to Friday, from 09h00 to 17h00. Our KZN Liquor Authority will continue to work with industry players to monitor compliance. In this province we have about 8000 liquor license holders.

Ladies and Gentlemen, as we start this meeting I am confident that we will use this session as an opportunity to explore ways of both harnessing the potential of tourism to transform the lives of people, and to seek effective ways of achieving positive transformation in the sector itself.

Each one of us here today has a special role to play in making this national aspiration a reality - in one way or another, we have a direct impact on the future of tourism.

We know that economic activity across the tourism value chain contributes significantly to GDP. Tourism already provides substantial resources to advance transformation.

We are the link between the success of tourism and the success of transformation. This puts a huge responsibility on our shoulders: the outcome of our deliberations will have a significant impact on the development of our sector and our province.

In my address before the National Council of Provinces, I pointed out that we aim to ensure that KZN is amongst the top tourist destinations.

To achieve this, all municipalities must play a role.

We must maximize the considerable job creating potential of the sector.  And we must pride ourselves on a responsible, sustainable and transforming sector.

Critically, all spheres of government must work together to enhance our destination by improving infrastructure at various tourism magnets.

The infrastructure base of a municipality is one of the critical determinants of its attractiveness as a tourism destination.

Other infrastructure provided by local government, such as a reliable water and energy supply, are essential to the quality of service we offer tourists. The maintenance of transport infrastructure is critical in providing a good experience for tourists.

Infrastructure and service excellence can only be improved through co-operation between the various spheres of government.

Another issue which I highlighted before the National Council of Province is that of develop skills and instilling a culture of service excellence. These are issues that we must attend to working together with institutions of higher learning.
