The National Council of Provinces (NCOP) will host a hybrid Local Government Week themed, “Advancing Our Collective Effort to Enhance oversight and Accountability in the Local Sphere of Government”. The session, scheduled for Tuesday 13 and Wednesday 14 September at the Lagoon Beach Hotel in Cape Town and virtually, will start from 10 am until 4 pm on both days.
 
The Local Government Week is a premier annual event of the NCOP with the primary aim of bringing the three spheres of government together to debate and create a platform for the consideration and debate of matters affecting the local sphere of government. The programme further seeks to devise solutions to challenges within the context of the cooperative government.
 
Consistent with the role of the NCOP to oversee adherence to the principles of co-operative government and intergovernmental relations, the event also aims to pay attention to challenges confronting the local sphere of government, including proposing an amendment to policies and laws that negatively impact service delivery.
 
The NCOP is hosting the event in partnership with organised local government through the South African Local Government Association (SALGA). Various Ministers, Deputy ministers, Premiers, MECs, Mayors and local government practitioners from across the country are expected to be in attendance.
 
On Tuesday at 2 pm, the National Assembly (NA) will convene a hybrid plenary to consider various reports. The same sitting will also consider Candidates nominated for appointment as Inspector-General of Intelligence Services, as well as those recommended to fill four vacancies on the Independent Communications Authority of South Africa (ICASA) Council.
 
On Wednesday at 3 pm, the Governance Cluster Ministers will appear at the NA hybrid plenary to respond to Questions for Oral Reply while Deputy President Mr David Mabuza will appear for same on Thursday at 2 pm.
 
Holding regular quarterly question and answer sessions by the President, Deputy President, and the Cabinet Ministers is one of the methods in which Parliament, as specified in section 92(2) of the Constitution, holds the Executive to account.
 
On Thursday, the NCOP will convene at 2 pm for a Debate on Local Government Week, under the theme: Advancing Our Collective Effort to Enhance Oversight and Accountability in the Local Sphere of Government.
 
The Programming Committees of both Houses will also meet on Thursday morning to consider the business and programmes of their respective Houses.
 
On Friday, Parliament will host the report back session on the Women’s Charter for Accelerated Development programme in the Eastern Cape. The session will take place in Buffalo City from 10 am.
