The Municipal Systems Bill gives effect to the country's vision of "developmental local government" as envisaged in the Local Government White Paper. Building on the Constitution's provisions for basic development rights, the governance and developmental objectives of local government, and the principles of a people oriented public administration, amongst others, the Bill elaborates the core principles, mechanisms and processes that are necessary to enable municipalities to move progressively towards the social and economic upliftment of communities, and ensure universal access to quality services that are affordable to all. The Bill extends the definition of municipality to include residents and communities within the municipal area, working in partnership with the municipality's political and administrative structures. This relationship is fundamental to sound and effective governance, and the long-term sustainability of local government.
