Public fiscal management (PFM) in Guinea-Bissau has long suffered from chronic inability to be adequately implemented. One of the reasons for this is the country’s long history of political instability that inhibits the approval and execution of a credible budget in line with a long-term national plan.
Since its independence from Portugal in 1973, Guinea-Bissau experienced four coup d’états, 17 attempted coups, and one civil war1. The lack of a stable government resulting from a legitimate parliament prevents the country from using its budget to promote development strategies and social policies, central to taking the country out of a poverty trap.
