The DA is appalled by the ANC’s decision to promote its worst-performing members to crucial Legislature posts. The ANC elected two members who have shown no interest in performing their duties to the position of Deputy Speaker and Chairperson of Portfolio Committees in the North West Provincial Legislature today.

The new Deputy Speaker, Lenah Miga, weakened local governance during her tenure as MEC of Cooperative Governance, Human Settlements, and Traditional Affairs. She seconded municipal managers accused of financial misconduct to act in other municipalities to avoid accountability.

Miga failed to account to the Legislature, which she will now oversee, when it comes to the issue of housing backlogs, RDP homes built on wetlands, and the failure to assist municipalities in collecting revenue from national and provincial departments. Her legacy is a failure in local governance.

She is a key player in the North West Provincial Government’s disastrous response to the Deelpan floods, which left residents destitute. She also showed no sense of urgency in mobilising resources to combat runaway veldfires in Kagisano-Molopo which destroyed thousands of hectares of land and livestock.

The ANC elected Kabelo Mataboge as the Chair of Portfolio Committees. Mataboge has failed dismally in chairing the Portfolio Committee on Education. He has been unable to call the Department of Education to account for the hundreds of schools suffering with poor infrastructure – with some of these human rights violations before the Human Rights Commission. His failure is evident in the current state of Education in the province.

Now Mataboge has been tasked with overseeing all Portfolio Committees in the Legislature as the Chair of Chairs.

The DA nominated Winston Rabotapi for the Position of Deputy speaker. A passionate individual with extensive experience. Rabotapi served as a Member of Parliament for two terms since 2009 and as a Member of the North West Provincial Legislature since 2019. He understands the Constitution and the Rules of the House, holding the Executive to account at the National and Provincial Levels.

However, as history has shown, experience means nothing to the ANC.

Speaker, Deputy Speaker, and Chair of Chair positions are crucial to the effective day-to-day management of the Legislature. These roles directly impact oversight of the North West Provincial Government and to hold the Premier, MECs and departments accountable for their failures, but the ANC continues to erode this fundamental constitutional mandate.

The ANC will stop at nothing to put its interests before that of residents in North West.

The DA in the North West Legislature will continue to conduct effective oversight over the provincial government for their poor performance and we will utilise every mechanism available to ensure accountability on behalf of the people of North West.
