Public Service

Public Service is the sector comprising government departments, agencies and institutions that deliver services and implement policy on behalf of the State. It encompasses national, provincial and local government administration across all spheres of governance. The public service employs civil servants and public officials who perform functions ranging from policy development and regulation to service delivery in health, education, infrastructure, social welfare and economic development. In South Africa, the sector is governed by the Public Service Act and overseen by the Department of Public Service and Administration, which sets norms, standards and human-resource frameworks. Public service employment represents a significant share of the national workforce and budget, making efficiency, skills development and capacity-building recurring priorities. Performance is often measured against mandates set out in national development frameworks, including targets for service delivery, professionalisation and anti-corruption. The sector faces challenges including skills shortages, vacancy rates, wage-bill pressures and the need for digital transformation. Public service reform and modernisation feature prominently in policy debates, particularly around improving responsiveness, accountability and value for money. The sector's scale and reach mean that its effectiveness directly influences economic growth, social stability and public confidence in government.
