Deepening Democracy through Access to Information

Makashule Gana

Makashule Gana is a South African public servant who serves as chairperson of the Public Service Commission (PSC). The PSC is an independent constitutional body established to promote professional ethics in the public service, investigate misconduct and maladministration, and monitor and evaluate the organisation and administration of the public service. Gana's role places him at the centre of efforts to strengthen governance and accountability within South Africa's state institutions. As chairperson, he oversees the commission's mandate to ensure that public administration adheres to democratic values and principles enshrined in the Constitution. The position requires engagement with government departments, Parliament and civil society on matters ranging from human resource management to anti-corruption measures. Gana's tenure has coincided with ongoing debates about state capacity, service delivery and the professionalisation of the public service. He has been involved in high-level discussions with senior government officials, including President Cyril Ramaphosa and Cabinet ministers, on reforms aimed at improving the efficiency and integrity of public institutions. The Public Service Commission's work under his leadership includes monitoring compliance with legislative frameworks, conducting investigations into systemic failures, and making recommendations to strengthen the public service. Gana's background in public administration and governance informs his approach to the commission's oversight and advisory functions. His role is particularly significant in the context of South Africa's efforts to rebuild trust in government and address the legacy of state capture and corruption.
