today that at least four countries bugged his conversations as he
held delicate negotiations attempting to disarm Iraq.

Britain, Spain and the United States made a final appeal for
international unity on Iraq Sunday, urging the United Nations to
agree to an ultimatum authorising force if Iraq does not disarm.
War against Iraq cannot be justified under international law, a
group of leading British and international lawyers warned Friday in
a letter to British Prime Minister Tony Blair.
The US and Britain will attack Iraq in nine days if it refuses to
disarm, whether or not the UN Security Council passes a new
resolution paving the way to war, British newspapers predicted
