South African President Jacob Zuma keeps reshuffling his Government to assert nuclear diplomacy as a personal foreign policy instrument at the expense of domestic energy supply. Unless transparency issues in the country’s unhealthy energy politics are resolved, now-stifled policy discord may eventually propel the country towards a leadership crisis and present risks for nuclear non-proliferation.
