Education - Department bursary scheme requiring applicants to specialise in indigenous African languages and to commit to teach in rural areas - whether such criteria constitute unfair discrimination against white students on the basis of race in violation of section 9 of the constitution – further, whether such criteria violate white students' right enshrined in section 29(1)(b) of the constitution.
