SA: President Zuma signs SIU Proclamation on the Independent Development Trust

President Jacob Zuma has in terms of section 2 (1) of the Special Investigating Unit and Special Tribunals Act, 1996, signed a Proclamation authorising the Special Investigating Unit (SIU) to investigate certain matters in respect to the affairs of the Independent Development Trust, the Department of Basic Education and the Department of Education in the Free State.

The Proclamation authorises the SIU, amongst others, to investigate the following allegations:

(a)  Serious maladministration in connection with the affairs of the Independent Development Trust (IDT), the Department of Basic Education (DBE) and the Department of Education in the Free State (DEFS);

(b)  Procurement of, or contracting for goods, works or services by or on behalf of the IDT, DBE or DEFS and payments made in respect therefore in a manner that was not fair, competitive, transparent and or contrary to applicable legislation .


(c)  improper and unlawful conduct by officials or employees of the IDT, DBE or DEFS;

(d)  unlawful appropriation or expenditure of public money or property;

(e)  Unlawful, irregular and unapproved acquisitive act, transaction, measure or practice having a bearing upon State property;

(f)  Intentional or negligent loss of public money or damage to public property.
