SA: Joint Committee on Financial Management of Parliament welcomes responses by Secretary to Parliament

The Joint Standing Committee on the Financial Management of Parliament has welcomed responses by the Secretary to Parliament, Mr Gengezi Mgidlana, on matters that were outstanding from the meeting of 28 March 2017. 

Mr Mgidlana appeared before the Committee on Thursday evening to respond to a variety of issues relating to the administration of the institution including, among others, performance monitoring systems; performance management, human resources and supply chain management policies; a report on the institution’s engagement with organised labour and a report on a stakeholder survey.

The Co-Chairpersons of the Committee, Mr Vincent Smith and Mr Seiso Mohai, reiterated that engagements on matters relating to the institution’s policies require ample time. They requested that the Secretary to Parliament furnish the Committee with the bursary policy and other related supporting documents in order to establish how Parliament grants bursaries to employees.

Mr Mohai said, “The Secretary to Parliament should provide copies of the bursary policy so that all Members have the benefit of engaging on an equal footing during the Committee meeting with the Presiding Officers on Friday morning.”

The Committee also interrogated in detail matters relating to the supply chain management policy of Parliament regarding condoning R1.222 million in irregular expenditure and R14 000 in fruitless and wasteful expenditure.

Mr Mgidlana replied that he condoned the irregular and fruitless and wasteful expenditures in line with the prescripts of the supply chain management policy of Parliament.

The Committee is holding a one-day strategic planning workshop today.
