SA: Department of Environmental Affairs on feral pigeon invasive species

The Department of Environmental Affairs has had representation regarding the listing of the feral pigeon as a Category 3 invasive species, in terms of the Alien and Invasive Species Regulations, 2014, in terms of the National Environmental Management: Biodiversity Act, 2004 (Act 10 of 2004).

The feral pigeon is an invasive and its inclusion on the list of invasive species is deemed appropriate by the department. The pigeon which is commonly used in pigeon racing, is the same listed species.

The department has engaged with specialists, and have reached an agreement that the activities of the pigeon racing fraternity will have no significant impact on the invasion by the feral pigeon.  The numbers are reasonably low in relation to the existing invasions, that it is possible to provide exemption for the racing pigeon activities.  These will be discussed with the relevant associations.

The department has also engaged with the National Society for the Prevention of Cruelty to Animals (NSPCA), who have raised concerns about possible cruelty relating to pigeon racing.  The Regulations will not be enforced against pigeon racing and associated activities, until the Regulations are amended, following engagements with the industry associations.
