As a response to high and persistent levels of unemployment, the Expanded Public Works Programme (EPWP) was launched in South Africa in 2004 following the Growth and Development Summit of 2003. The Programme provides short-term employment at low wages for unskilled and semi-skilled workers on labour-intensive projects in the infrastructure, environment, social and economic sectors.
