It is a monetary bill that has set aside a sum of money from the budget from the Government coffers for  specific purposes.

Part of the Legislature’s mandate is to promote public participation and oversight, therefore the Bill intends to hear the voice of the community with regards to how funds should be allocated to various government structures.

This will be in the spirit of open democracy, transparency & accountability. The money appropriated by the Legislature to the government departments should be spent in terms of the Public Finance Management (Act 1) of 1999.
