The National Water Act, 1998 (Act 36 of 1998) (NWA) provides a framework for the protection, use, development, conservation, management
and control of water resources for the country as a whole. Chapter 2 of the NWA makes provision for the development of strategies in order to facilitate the proper management of resources. The National Water Resources Strategy-2 provides the overall framework for water resource management in the country.
