This  document  sets  out   the  reasons  for  the  decisions  of  the Independent Communications  Authority  of  South  Africa  (“the Authority”)  in  relation  to the amendment of the Regulations on the Constitution of the Consumer Advisory Panel (“the CAP Regulations”).
