The Constitutional Court has ruled that the personal use of dagga is not a criminal offence.

Deputy chief justice Raymond Zondo said today that the right to privacy is not confined to a home or private dwelling.   

He added that it will not be a criminal offence for an adult person to use or be in possession of cannabis in a private space.

The judgment does not specify how many grams of cannabis a person can use or have in private.

The ruling follows a Western Cape High Court judgment that the possession, cultivation and use of dagga for private use was allowed.

 

A new expropriation bill, set to be tabled in Parliament in the next two months, will set out a clear procedure for land expropriation without compensation and ensure it is an “administratively just process”, according to Deputy Minister of Public Works Jeremy Cronin.

Earlier this month a draft expropriation law was withdrawn from Parliament to make way for a new bill that will set out a system of expropriation based on the ANC’s decision to amend the Constitution to allow for more muscular land reform.

Cronin says the draft law will be light-touch legislation. The Department of Public Works is currently drafting the bill which will soon be complete.

This will be the law which will give expression, procedure and form to any constitutional amendments to make more explicit the grounds under which expropriation without compensation can take place.  

 

Now is not the time to focus on pointless meetings, President Cyril Ramaphosa said yesterday, breaking his silence on claims that his predecessor, former president Jacob Zuma, was working with the party's secretary general, Ace Magashule, to unseat him.

Ramaphosa delivered a blistering address at the opening of  Cosatu's 13th national congress in Midrand.

He addressed, for the first time, reports that Magashule held a meeting with Zuma, ANC Women's League secretary general Meokgo Matuba and ousted ANC North West chairperson Supra Mahumapelo in an alleged plot to remove him as president.
