The top six of South Africa's ruling ANC are divided down the middle on whether to remove Finance Minister Pravin Gordhan, two sources told a news agency.

According to the sources President Jacob Zuma, who is part of the top six wanted to replace Gordhan and had the support of chairperson Baleka Mbete and Deputy Secretary-General Jessie Duarte.

Deputy President Cyril Ramaphosa, Secretary-General Gwede Mantashe and Treasurer-General Zweli Mkhize wanted Gordhan to remain and have expressed their opinion to Zuma, the sources said.

The City of Cape Town's draft budget of R44.3-billion is rooted in creating a greater parity of services, Mayor Patricia De Lille says.

Presenting the 2017/18 proposal to a full sitting of council at the Civic Centre yesterday, De Lille said this plan was about enhancing accountability and bringing government closer to the people.

De Lille hit back at critics who said the City’s poverty alleviation programme was "overly generous".

South Africa is expected to appear before the International Criminal Court  next Friday to account for failing to arrest President Omar Al Bashir, when he attended an African Union Summit in South Africa in June 2015.

The president of Sudan is wanted by the ICC for crimes against humanity, genocide, war crimes and murder – among other serious crimes committed in Darfur.

The ICC had issued two warrants of arrest for Al Bashir.
