In November 2020, the National Department of Human Settlements, Water and Sanitation declared a shift in focus, prioritizing serviced land over building houses for qualifying applicants. However, the provision of water remains not just a necessity on serviced land, but a fundamental human right. As outlined in Chapter 2 of the Constitution of South Africa, every individual is entitled to sufficient, safe, acceptable, physically accessible, and affordable water for personal and domestic use.

Despite this, Moqhaka Local Municipality chose Mofomo Construction, deemed the most suitable contractor, to complete a Water Tower project in Northleigh. The project, funded at R7,286,546.74, was supposed to address the water needs of Northleigh, Dipotomaneng, and Phahameng. Regrettably, the tower has never functioned since its completion on 25 March 2020. As a result, residents are left with no choice but to fetch water from distant townships or rely on infrequent water truck deliveries, facing both inconvenience and compromised water quality.

The Democratic Alliance is deeply concerned about this dire situation and has persistently sought answers. We have raised questions regarding the non-functioning water tower, seeking accountability and swift resolution. The municipality initially cited the need for electrification by Eskom to power the pump. Later, they mentioned efforts to equip a borehole. However, these explanations have not translated into a functioning water supply, leaving residents in distress.

The absence of a reliable water supply directly impacts the daily lives and well-being of the residents in Northleigh, Dipotomaneng, and Phahameng. Without access to clean and safe water, essential activities like cooking, cleaning, and personal hygiene become challenging, jeopardizing the health and sanitation of the community.

We pledge to advocate for the urgent restoration of the water supply. We will raise questions in the council to demand clarity on the inoperable water tower and the proposed solutions. Furthermore, we call for a comprehensive investigation into the steps being taken by the Municipality to rectify this situation.

We remain steadfast in our commitment to holding the local government accountable and ensuring that essential services are delivered efficiently and effectively.
