The Johannesburg Development Agency (JDA), the City of Johannesburg’s infrastructure arm, is pleased to announce the construction on a new displaced persons shelter in Region G.

A sod-turning ceremony in Devland on Monday, 04 December 2023, marked the construction of the R50 million shelter, which will provide temporary accommodation to people in need within Region G and its surrounding areas.

Homelessness is a complex challenge affecting many individuals in our community, and the City of Johannesburg is committed to taking proactive measures to address this issue. The displaced person’s shelter aligns with the City's broader commitment to social development, inclusivity, and creating a city that cares for all its residents.

The construction of the 200-bed shelter marks a significant step towards creating a safer and more supportive environment for those who find themselves without stable housing.

It will be located at Sodiak Circle in Devland, Ward 119 and assist with the following:

•           Space to sleep. 

•           Access to three meals a day, ablution facilities, skills development programme, and reintegration to the community after social work intervention.

•           Assistance with admission into substance abuse treatment centres. 

•           Assistance to reunite with their families and reintegrate into society.

•           Assist with by-law enforcement in the most-affected wards in the region.

•           Decrease crime hotspots in the region especially Ward 9 in Lenasia as criminals hide among vulnerable street people.

The modern facility will include a guard house, parking area, generator room, admin block, three social worker offices, medical room, gym area, afterschool care, garden, and a caretaker's house. it will feature a skills centre and a 90-seater boardroom.

The JDA, a wholly owned entity of the City of Johannesburg, combines a social, economic, and environmental mandate as an area-based development agency with project management capabilities and is thus suitably placed to coordinate this project.

The JDA’s implementation of the facility will include, but not be limited, to the following:

• Site establishment and bulk earthworks
• Excavations and foundation works
• Civil and structural works including new columns and suspended slabs
• Brickwork and plaster
• Facade installations
• Electrical and mechanical installations
• Finishes including installation of furniture
• Landscaping and garden
• New fence installation including guard house

Speaking at the sod-turning ceremony, JDA acting CEO Siyabonga Genu said: “As we break ground on this essential project, we recognise the importance of fostering compassion and understanding in our community.” 

“Working in collaboration with various departments, stakeholders, and the community, the JDA is dedicated to delivering this vital facility in time and within budget,” Genu said.

“We are committed to delivering a facility that not only meets the highest standards of construction but also contributes to the well-being and dignity of those who will find shelter within its walls,” he added.
