| This presentation reviews the Broad Based Black Economic Empowerment (BBBEE) framework and legislation and asks the crucial question: Is it a tool to effect socio-economic transformation in South Africa for the benefit of ALL previously marginalized communities or a chosen few. The article will specifically focus on the current implementation of BBBEE and criticism arising there from. To give proper context it will also compare South Africa's BBBEE, UN Declarations and Resolution relating to affirmative action, affirmative action policies around the world in general and Malaysia's NEP (New Economic Plan) and asks the fundamental question: what is the criticism and counterarguments thereto and most importantly who are the real authors and beneficiaries of South Africa's empowerment legislation...
