This paper assesses the dimensions and extent of the global health protection crisis and related missed opportunities for sustainable development based on equally shared benefits. Further it suggests policy responses to address the crisis. It uses the framework of the Social Protection Floor approach as outlined in International Labour Organisation Recommendation 202 concerning National Floors of Social Protection (2012).
