APPOINTMENTS OF THE HEADS OF THE DIPLOMATIC MISSIONS

The Minister of the foreign Affairs, Dr. Nkosazana Dlamini Zuma is pleased to announce that, President Thabo Mbeki has made the followeing appointments as heads of the South African Diplomatic Missions abroad:

Mr SP Gawe Copenhagen, Denmark

Post level: Director

Steven Pandula Gawe was born on 5 January 1938 in King Williams Town. He obtained a BA (Hon) in 1969, an MA in 1972, a Diploma in Adult Education in 1986 (Nottingham) and a Diploma in International Affairs in 1992 (Italy). He spent many years in exile representing the African National Conference in various capacities. When he returned to South Africa from exile he joined the Department of Foreign Affairs as a Director. In 1995 he became South Africa’s Ambassador to Norway and on the completion of his term of duty he became a Director at the Foreign Service Institute of the Department of Foreign Affairs.

Prof. MW Makalima Buenos Aires. Argentina

Prof. Mlungisi Washington Makalima obtained a BA degree in Social Science from the University of South Africa in 1970, a BA Honors (Sociology) in 1972, at the University of Fort Hare, an MA (Sociology) in 1979, at The State University of New York, Birmingham and an MA (Southern African Studies) in 1986, at the University of York, England. His professional/ academic career spanned the period 1972 – 1996 at the University of Fort Hare in the following capacities: Temporary Lecturer, Lecturer, Senior Lecturer, Acting Head of Department and Member of Senate, Associate Professor, Head of Department and Member of the University Senate. He also performed duty as an External Examiner at the University of Natal, University of Zululand and the University of the Transkei. From June 1996 to January 1998 he held the position of Director at the Department of Transport. Since 1998 to date he has been employed as Permanent Secretary at the Department of Welfare in the Eastern Cape. He is also a member of the Governing Council of the University of the North.

Mr SB Kubheka Seoul, South Korea

Sidney Bafana Kubheka was born on 10 July 1952 in Johannesburg. He is single. In 1976 he was forced into exile and joined the ANC. From 1977-1979 he studied Political Science in Germany. From 1980-1981 he was ANC treasurer in Tanzania and liaised with organisations such as the Swedish International Development Authority (SIDA). In 1982 to 1987 he became ANC Deputy Chief Representative in Tanzania, in 1988 ANC Chief Representative to Zimbabwe and in 1990 ANC Chief Representative to Norway. In 1992 he became Deputy Coordinator in the Department of International Affairs. In 1994 he was appointed as Deputy-Director in the Department of Foreign Affairs. In 1996 he became South Africa’s Ambassador to Indonesia. He is currently a Deputy-Director in the Asia Branch of the Department of Foreign Affairs.

Mr TMN Kubheka Beijing, PRC

Temba Muziwakhe Nicolas Kubheka was born on 17 February 1948. He was divorced but remarried in 2000. He has four children. Mr Kubheka was a founder member, in 1973, of the National Youth Organisation (NAYO) and was its Natal organiser. In 1974 he joined the ANC as underground activist and was detained and charged in the NAYO trail of 1976. In the same year he went into exile. After six months’ journalist training in the GDR, he was employed by Sechaba Publications, the official mouthpiece of the ANC during its years in exile. In 1978 he was tasked to prepare the opening of the ANC Mission in the GDR and in 1981 he became Deputy Representative at the ANC’s Scandinavian Mission. Between 1985 and 1990 he was Chief ANC Representative for Denmark and Iceland, where he successfully lobbied Danish support for the ANC and other anti-apartheid groupings in South Africa. Before joining the Department of Foreign Affairs in 1997 he was Provincial Local Government Coordinator for the ANC in the Province of KwaZulu Natal. He is currently the South African Ambassador to Denmark.

Dr Aggrey Mxolisi Mbere Kigali, Rwanda

Dr Aggrey Mbere was born on 13 January 1939. He obtained a Bachelors of Arts (Los Angeles, 1969), Master of Arts (New York, 1971), Ph.D. in Education Policy and Administration (Cambridge, 1979), Distinguished College Teachers Fellowship (Yale University, 1984), Post-Doctoral Fellowship, Boston, 1982) and a Post-Doctoral Fellowship, Boston, 1992) His experience include Management as Member of RAPCOM (Regulations and Procedures Committee for SATRA), Consultancy basis for Inala Technology Investments (Pty) Ltd. (1999), Consultancy Assignments for the South African Foundation for Public Management (SAFPUM), 1998, Deputy Director General in the office of the Public Service Commission (1996-1998), Deputy Director General of Human Resource Development in the office of the Public Service Commission (1995-1996), Project Development Officer at United States Agency for International Development/South African Higher Education Sector/Human Resource Development Division (1993-1995). Education Coordinator at Roxbury Community College (1992-1993), Interim Dean of Arts and Science /Chairperson of the Social Sciences Leadership Team (1991-1992). In 1991 he received a distinguished award for work done in educating the Boston public regarding the issues of divestment in South Africa. He was a member of the Boston Chapter of the ANC, which organised the historic visit of President Mandela to Boston in 1991 and appeared in numerous Radio and TV Station’s panel discussions on politics and economics of apartheid. He also produced various Papers and Publications during the period 1987-1990.
