This document summarises part of the draft CEC discussion paper, on ‘Mangaung and the Second
Phase of the Transition’, tabled at COSATU’s February 2013 CEC. It only covers the elements of the
paper, dealing with a critique of the NDP. We have excluded a number of extracts from the NDP, and
rather cited page numbers in the Plan where the relevant parts can be found. The full COSATU
