SA: Public Works Committee completes public hearings on Expropriation Bill

The Portfolio Committee on Public Works today completed the public hearings process on the Expropriation Bill.

The Committee continued its vibrant engagement and deliberations with presentations made by the National House of Traditional Leaders, Sankara policy and political school, Institute for Poverty, Land and Agrarian Studies, Legal Resources Centre, CONTRALESA, Bathlakoane Ba Manzimnyama, Mtata ratepayers and residents association and Solidarity.

The Committee noted the recommendation made by several presenters that there is a need for clarity on what is meant by just and equitable compensation in the draft Bill. Further requests were made to define what is meant by the word property in the Bill and clarity was also sought on the functions and responsibilities of the Office of the Valuer-General. The issue of addressing how the Bill will affect the right to communal land, mineral rights and social rights thereto was also canvassed.

All the submissions made during the public hearings process will assist the Committee to take on board the recommendations and concerns raised by stakeholders and members of the public at large to finalise the Bill.
