President Jacob Zuma will undertake a Siyahlola Monitoring visit to Tshwane University of Technology, (TUT) in Soshanguve on Tuesday, 23 June 2015, to assess the effectiveness of government interventions aimed at supporting youth to acquire higher and post-school education and skills.

The visit forms part of government’s Youth Month programme, which focuses on education, skills development and job creation, under the theme “Youth Moving South Africa Forward’’. The visit is also aimed at promoting access to quality education and skills training for youth and to create a conducive environment for young people to learn and obtain skills that will help to grow the economy.

The TUT was established on January 2004, following the government’s move to merge then Pretoria Technikon, located near the city centre, with the then Soshanguve-based Technikon Northern Gauteng and Technikon North-West in Ga-Rankuwa.

Complaints from students at TUT Soshanguve campus include the scarcity and quality of residential accommodation, security on campus and funding for education among others.

The President will visit the TUT Soshanguve campus and also the Botho Socio-Psychology centre, a youth skills development centre which has been adopted by TUT integrated communication department students as a corporate social investment project.  The centre focuses on the empowerment of Soshanguve youth in areas such as life skills, computer literacy, agriculture and welding. Such intervention is very critical, given the lack of skills and unemployment levels of youth in the Soshanguve area.

President Zuma will address students and the community of Soshanguve at the end of the monitoring tour.

The visit also takes place against the background of promoting socio-economic development and education in the City of Tshwane.

The total population of the City of Tshwane is 2.9 million. The municipality makes the second largest contribution to the provincial GDP at 27%. Many national government departments, foreign embassies and tertiary education institutions are housed in the city. The municipality is also well-known as the base for the manufacturing and assembly of passenger vehicles that are mainly produced in the Rosslyn and Pretoria East areas. According to the Automotive Industry Development Centre, the municipality produces 40% of South Africa’s automotive output. The municipality exports more than it imports and also has a growing tourism sector that contributes to job creation and investment.

Since 1996, over 20% of Tshwane residents have achieved some level of secondary schooling or higher. In terms of those with no schooling, the percentage has dropped significantly since 1996. In 1996, 10.05% of adults over 20 had had no schooling, whereas in 2011, this figure was 4.18%. In terms of the population who had completed higher education, this had also shown improvement. In 1996 14.01% had accessed higher education, and in 2011, 23.58% of residents had achieved some level of higher education.

Tshwane’s economic growth, as recorded in the 2011 census, was almost 70% higher than the national average. Unemployment in the region is below the national and provincial average, but remains high at 24.2%. Yet, this figure is an improvement on the 2001 unemployment rate which was 31.6%. Similarly, the youth unemployment rate was reduced from 40.5% in 2001 to 32.6% in 2011. Nevertheless, this indicates that a large percentage of residents are unemployed. For those that are employed, the average household income is R182 822 per annum. The dependency ratio is 39 %, meaning that each person working has to support four others on average.

The President’s delegation includes the following members of the national, provincial and local government executives:
