Premier Supra Mahumapelo has told the Provincial Legislature that the internal inquiry conducted by the Office of the Premier on the number of employees employed by the state has found that there are no ghost employees in Bokone-Bophirima, across all departments, so far.

“We have confirmed beyond any doubt that 11 258 employees still appointed under Salary level 0 across the ten departments, are in fact legitimate employees on short contracts and seasonal employees such as exam markers. The glitch was basically a technical error in which some employees in the Persal system were captured as floating, and therefore administratively were reported as ghosts”.

Meanwhile, Premier Mahumapelo told the sitting that in an endevour to achieve high levels of ethics and good governance, a Governance Policy has been put in place to guide the Office and serve as a benchmark for the rest of the Province.

He said in order to improve efficiency and good governance, his office will amongst others strengthen the financial management capacity within the Office of the Premier to enable its CFO to play an oversight function over all provincial departments and state owned entities; improve the performance, planning, monitoring and reporting by creating a dedicated Strategic Planning unit, implement all Post Audit Action Plan which includes findings from the previous administration of irregular and unauthorised expenditure, revise the Office’s Risk Management Strategy to ensure effective controls, and to improve the Office’s capacity to deliver on the new mandate of focusing 80% of its work on Performance, Monitoring, Evaluation and Intervention, and only 20% on administration in the Office of the Premier.

Mahumapelo said this today, Thursday 5 May, while tabling Office of the Premier budget vote speech for 2016/17 financial year at the North West Provincial Legislature.
