I am humbled and honored to be part of the Free State because Operation Hlasela led by the honourable Premier Mr. Sekgobelo Ace Magashule has radically changed the lives of the people of Free State to the  better. I am sure that this August house will agree with me when I say Operation Hlasela has created space for the youth of the province to be excellent in sport arts culture and recreation. Today the youth of this province participate and compete at national and international space.

That is why the outcomes of the 2014 general elections have proven that Free State is a better place to live in it, especially when it is led by the African National Congress. The 2011 census report indicates that the larger part of the population of this province is Youth and Women. This reality dictates the placement of women and youth at the centre of all government programs.

The honourable Premier of the Free State during his State of the Province Address overemphasized the need to be radical in transforming the lives of the people. He further instructed all departments to work as a  collective to move the Free State forward. The department of sport arts culture and recreation commit itself to the realization of the collective approach. In the department of sport arts culture and recreation all the four programs will complement each other for the department to move faster with the implementation of the Objectives of the National Development Plan (NDP), The 2014 ANC Elections Manifesto and the 53rd ANC Mangaung National Conference Resolutions.

In 2030 the people of the Free State will be more conscious of the things they have in common than their differences. The nation will be more accepting of people's multiple identities. Every citizen will have equal opportunities and social cohesion will be a reality. These objectives of the NDP and other policy positions need us to oil our machinery to be geared towards the realization of programs that we developed to move the  Free State forward.

The 2014/15 Budget of R589 043 000 will fund the following programs

    Administration and Financial Management
    Cultural Affairs
    Library and Archives Services
    Sport and Recreation

Program 1: ADMINISTRATION AND FINANCIAL MANAGEMENT

The administration of the department is critical not only in ensuring recruitment and retention of personnel but also clean financial administration in line with various legislations that govern the department and  government in general. The department will ensure stability in the administration and commit to maintain the clean audit outcome of 2012/13. We are confident that the status quo will remain when the 2013/14 Audit is finalized The budget for Program 1 is R 71 317 000.

Program 2: CULTURAL AFFAIRS

It has become evident that there is a need to continuously educate our communities to be patriotic about their country. We need to promote the Constitutional Values, National Symbols and the National Anthem in our schools and in the community. Together we will work with the department of Education to ensure the preamble of the Constitution is recited in school assemblies. We will develop 100 plates with the preamble, National Flags, booklets and posters of national symbols and distribute them to schools participating in Arts in school program.

Ninety five (95) Artists in Arts and Culture have already been deployed to 95 schools and 5 Correctional Service centers in the province. These artists provide visual and performing arts programs were they are deployed. We will engage the National department of Arts and Culture for more funding to increase the number of Artists in schools.The program of distributing National Flags, Booklets and posters of National Symbols will be extended to communities and churches.

The Creative Industries contribute a lot to the Growth Domestic Product (GDP) of the province and the country in general, especially in areas of film and craft. We will engage the organizers of flea markets programs such as Boerkiefees which is an annual event which takes place in Tswelopele to provide platforms for our crafters and visual artists to exhibit and sell their crafts. These kinds of partnerships will advance social cohesion.

The need for the creation of film studio and television production in the Free State has become a priority to diversify the economy, more especially in the mining towns in line with the President and the Premier's injunction of revitalization of distressed mining towns. The department will forge partnerships with relevant departments and the private sector to create film studios in the Free State particularly in Welkom Matjhabeng. The bankable feasibility study of this project requires an investment of R9 million. This film studio will create a platform for film makers and production companies of the Free State, South Africa and the world, In the quest to promote visual and creative arts, the department will provide artist a platform to entertain the community and grow their businesses at MACUFE, Bloemshow, Vryfees , Cherry Festival , People with disabilities Dance Festival, New Year's Eve Festival and Grahamstown National Arts Festival. The programs will contribute valuably to the economic growth of the Province.

During this financial year the performing arts services will implement the following performing arts programs, Mangaung Strings program, Dance, Theatre, Music, Mine Dance Festival, and Choral Music. The department will continue to restore indigenous knowledge systems.

We will organize the celebration of Heritage Day in Ficksburg to embrace diversity, celebrate the Reconciliation Day through Fun Walk on the 16 December and the Reconciliation Tournament in January 2015 to promote Social Cohesion.

The role played by women in the struggle for the liberation demonstrates that women are capable in all most aspects of life including sports .The department will commemorate the 58th anniversary of the 1956 March through hosting the Dlala Mantombazana and Women's Boxing tournament in August 2014.

We will continue to roll out the program of developing Arts and Culture Centers in all wards of the province. We will partner with Municipalities and the private sector to identify conducive unused buildings to be developed as Ward Arts and Culture Centers. We will mobilize resources from funders to realize this program because the budget of the department will not enable us to develop arts and culture Centers in all wards at the same time. In 2014/15 the department will convert the Old Industrial Court in Qwaqwa to be an Arts and Culture Centre.

MACUFE continues to be the brand for the Free Sate province. MACUFE will be used to promote economic growth, showcase talent, and promote sport tourism in the province. We will work with Mangaung Municipality, the Tourism Authority and PACOFS to improve the organizing of MACUFE. We will explore the Park an Ride facilities during this festival so as to avoid congestion that normally happens in the areas surrounding the venues of MACUFE. We will create a platform for progressive music legends to recognize the role they plated in the Liberation struggle through music.

During this financial year we will ensure that the objectives of this festival continue to be realized. We will conduct the Economic Impact Assessment so as to measure the economic benefits and tourist attraction of the festival.

Gangsters are more than sport, arts and culture groups in our communities. We will use sport arts and culture to build the moral values in the society. We will revive Spiritual Music Choirs in the province. The target for 2014/15 is 150 Spiritual Choirs.

The talent of music amongst youth in the Free State is amazing. There are many emerging artist in the province but the challenge of poverty unemployment and inequality makes it difficult for the emerging artists to showcase and formalize their talent. The department will create a database of emerging artist in the province, create platforms for them to showcase their music and conduct master classes and workshops to further assist them with the understanding of the industry and the business of music. We will work with professional artists to mentor the emerging artists.

The business of music is faced with a challenge of pirating. The invention of technology is heartily welcomed but it affects the music business negatively because some people don't buy music anymore but uses technology to access music free of charge. The department will explore experiences of other countries which are not faced by the challenge of pirating music, so as to secure the music of our artists.

The National Heritage Resources Act No.25 of 1999 dictates that our heritage landscape should be transformed. The Wesleyan Church which is the founding venue for the ANC 102 years ago and also part of the Liberation route of South Africa. The restoration of the church has been completed and it will be officially opened in 2014.

The promotion of multilingualism and particularly the promotion of previously marginalized languages should always be part of our top priorities. The Executive Council has approved a Language Policy to prioritize languages spoken by the majority of the Free State people. Research has confirmed that Sesotho, Afrikaans, Setswana, Isixhosa , Isizulu and English is the last language in the Free State. The department is waiting for the promulgation of the Act by the Legislature. The Department of Sport, Arts, Culture and Recreation will monitor compliance by all departments. We will assist municipalities to finalize their Language Policies.

To accommodate people with disabilities, especially the visually impaired, the department procured a Braille Machine to ensure that information reaches every citizen of the province irrespective of their physical challenge.

Our past was based on racial and ethnic divisions. We will continue with the program of building a non-racial, non- sexist and prosperous Free State. Social Cohesion Dialogues will be convened in the four districts and in the Mangaung Metro. These dialogues will include the discussions on xenophobic conduct of our society. The provincial summit will be convened in August 2014.

The total budget for Cultural Affairs is R88 495 000

Program 3: LIBRARIES AND ARCHIVE SERVICES

Libraries and Archives are at the center of promoting active citizenship and broad-based leadership through information dissemination, promotion of reading and global competitiveness. The following projects will be undertaken: Library Week, National Book Day and Literacy Week. The objective of these programs will be to promote reading through the Reading Festivals that will take place from the 3 to 5 September 2014. The department will submit the Reading Festival program to the Premier and the Speaker to deploy Members of the Executive Council and Members of the Legislature to participate in the Reading Festival at different Libraries in the Province.

The collections at our libraries will have to include the reading material that is relevant to local communities and the history of liberation. The department will strengthen security at our libraries because there is a need to extend working hours to accommodate more people to use public libraries. We are mindful of the fact that this radical change has financial implications on overtime, but we will employ strategies to avoid financial compensation of overtime. We will pilot the extension of operating hours from ending at 16h00 to 18h00 at two libraries per district.

Libraries are centres of learning and research. We will mobilize the youth to adopt public libraries so that they develop a sense of ownership and pride and protect libraries from incidents of vandalism. In terms of schedule 5 of the Constitution of the Republic of South Africa of 1996, the provision of Library services is a competency of provincial government. In 2014/15 the department will take over 60 Libraries which translate to 139 employees. Budget Provision has been made in the 2014/15 Budget.

During the current Financial Year we will complete the Qibing Library in Naledi and build four new Libraries in Dipelaneng/Hobhouse , Orangeville, Mofulatshepe/Smithfield and Ikgomotseng/Soutpan. We will establish 10 school libraries. In support of early childhood we will establish 6 educational toys libraries. To ensure that records of history are properly documented, preserved and stored we will support government departments and municipalities with record management services through records management training and regular record inspections.

The budget for Public Library and Archive Services in 2014/15 is R223.66 million.

PROGRAM 4: SPORT AND RECREATION

We will create a 21.1 km Provincial Marathon on the 04th of October 2014 as a build up to the Reconciliation Day Celebrations, we will partner with municipalities to stage fun runs in the 20 municipalities. To continue encouraging healthy life styles we will mobilize communities to establish recreational exercise groups. The elderly will form part of this program. This program will assist to reduce chronic diseases and mortality rate. The department will partner with Mangaung Metro, SASCOC, and the Volleyball Federation to host the International Volleyball Championship in Mangaung in December 2014. 139 Countries will participate in this Championship. Ten Mass Participation Events will be hosted and these include Dlala Mantombazana , O.R.Tambo Games , Indigenous Games, Golden Games and others.

The Free State province possesses gold in a form of the Free State Sport Science Institute to Elite Athletes. This asset has been adopted by SASCOC as a National Training Centre. This move makes the province to be proud about its Sport Infrastructure. The upgrading of Seisa Ramabodu is continuing and the completion date is February 2015.

The upgrading of Sipho Mutsi Stadium is at its final stage it is expected to be complete by December 2014. A new Indoor Multi Purpose Sports Centre at the Sipho Mutsi Stadium will be completed this financial year. The Fezile Dabi Stadium has been completed and the department will partner with elite teams to ensure effective utilization of the Fezile Dabi Stadium. We will continue with the development of other sport infrastructure which are not mentioned in this budget vote because of time.

The total Budget for program 4 is R217 571 .000

Sports, Arts, Culture and Recreation necessitate the involvement of all stakeholders. The department will work with municipalities to establish ward-based sport, arts, culture and recreation. This action will ensure a people-centered and people-driven sport, arts, culture and recreation programs in the Free State.

CONCLUSION
