The Portfolio Committee on Basic Education today had a fruitful engagement with several stakeholders on the Ministerial Task Team report on “Jobs for Cash”.

Six teachers’ labour unions, entities and governing bodies presented their stance on the report to the Committee.

The Committee resolved to ensure that corruption in the education sector is uprooted. Committee Chairperson Ms Nomalungelo Gina said: “I am happy that everybody here agrees that corruption needs to be uprooted. The law needs to take its course and those who did not behave accordingly must be taken to task.”

In its presentation, the South African Democratic Teachers’ Union (Sadtu) said that its 260 000 members cannot be painted with the same brush as the seven implicated educators in the report, who have a case to answer. It reiterated that it has not captured the Department of Basic Education just because it is the dominant union in the sector. The National Professional Teachers’ Organisation of South Africa (Naptosa) expressed concern that the names of whistle blowers appear in the report, as this could jeopardise their career prospects and even threaten their lives.

The National Teachers’ Union (Natu) called for the establishment of a Judicial Commission of Inquiry to ensure a proper investigation and said the process needed to be re-opened so that more people with information could come forward to testify. The South African Teachers’ Union (SAOU) agreed with Natu’s call, and encouraged the Minister of Basic Education to use her powers and press criminal charges against implicated individuals.

The Education Labour Relations Council (ELRC) said that there should be a review of collective agreements on the appointment of educators so that this process can be enhanced.

The Governing Body Foundation (GBF) said emphasis should rather be put on mechanisms to ensure that the system is improved. It said school governing bodies have not been implicated in the report to any significant degree and yet they feel the brunt of the report, considering that it considers stripping them of their powers.

The Federation of Association of Governing Bodies (Fedsas) said the report fails on action against implicated officials. It said it is not the system that is corrupt, but rather individuals and they need to be changed. 

Ms Gina said that the Committee will take all the inputs by presenters into account when it deliberates and will then compile a report on the matter.
