The
government will introduce an exchange programme with the
information and communications technology (ICT) industry in a bid
to stem the loss of skills from the public service, Public Service
and Administration Minister Geraldine Fraser-Moleketi said
yesterday.
Speaking during debate on her budget vote in the National Assembly,
she said the public service was still plagued in key sectors with
specific skills shortages.
South Africa was widely recognised as an exporter of well-developed
information and communications technology skills.
The government was negatively affected by skills poaching by other
countries and the private sector.
"As a result, we will be introducing an exchange programme with the
ICT industry to stem the loss of skills," Fraser-Moleketi
said.
The Government Information Technology Council was currently working
on a programme to facilitate this exchange.
"This will fundamentally alter the pattern of skills movement and
ensure that the public sector can retain the most critical ICT
skills."
To further address skills shortages and skills mismatch, the public
service had to work more closely with tertiary education
institutions and various professional groups to ensure that the
wide range of skills likely to be needed by the public service in
the future would be available.
"Over the coming year I will be initiating a process with higher
education institutions to develop a practical framework agreement
for ensuring future skills are properly identified and provided for
in the coming decades," Fraser-Moleketi said. – Sapa.
