To give the public a general right of access to records held by governmental bodies subject to exemptions necessary to protect the public interest, personal privacy [or] and commercial confidentiality; to give individuals a right of access to, and to correct, information held by governmental or private bodies about themselves and to protect them against abuse of such information by governmental or private bodies; to provide for public access to the deliberative proceedings of certain important governmental bodies; to protect persons who disclose contraventions of the law, serious maladministration or corruption in governmental bodies; to establish procedures for the enforcement of any right established under the Act; and to provide for matters connected therewith.
