I, Sifiso Mkhize, in my capacity as Acting Director-General of the Department of Water and Sanitation, on reasonable grounds believe that a water shortage exists in the Western Cape Water Supply system (WCWSS) due to insufficient rains in the winter season. Considering this, it is necessary to limit the taking of water from the Western Cape Water Supply System.
