Provincial Government statement, by S Moloto, Premier of Limpopo province, on reconfiguration of departments.

In our state of the province address we announced that we will embark on a consultative process to solicit a public opinion on the new face of our provincial government. This was done in order to reorganise and reconfigure our government to be able to respond to the new challenges of our day and time, i.e. building of people’s contract to fight poverty and create work.

The responses we received from organs of civil society and the public in general pointed to the need for a department which will have a clear and direct focus on economic development and job creation through the harnessing of our potential around our two competitive advantages, i.e. mining and tourism. The Public Service Commission assisted us with the analysis and consolidation of all the proposals and inputs made.

Flowing from all these processes, it has been deemed important to reconfigure the provincial government as follows:

1. Office of the Premier
2. Provincial Treasury
3. Department of Agriculture
4. Department of Economic Development, Environment and Tourism
5. Department of Roads and Transport
6. Department of Public Works
7. Department of Local Government and Housing
8. Department of Health and Social Development
9. Department of Education
10. Department of Safety, Security and Liaison
11. Department of Sport, Arts and Culture

The second phase of this process will entail an in-depth study and review of the organisational structures for our departments. This study will also assist in assessing whether the provincial administration is over or under-managed.

We have also pronounced in the state of the province address that we will embark on a process which will ultimately lead to the adoption of the provincial growth and development strategy.

We are satisfied with the intense consultative process which led to the adoption of our provincial development framework. The invaluable lessons learned from this process have further clarified us on the urgent need to maximise and improve the institutional mechanisms for service delivery in the province. We are confident that the measures we are taking will be appropriate to respond and intervene in breaking the poverty cycle in the province.

As a consequence of the outlined processes, a full complement of our Executive Council will be as follows:

1. Provincial Treasury: Ms Joyce Mashamba
2. Agriculture: Ms Dikeledi Magadzi
3. Economic Development, Environment and Tourism: Mr Collins Chabane
4. Roads and Transport: Mr Stan Motimele
5. Public Works: Mr Thaba Mafumadi
6. Local government and Housing: Ms Maite Mashabane
7. Health and Social Development: Mr Seaparo Sekwati
8. Education: Dr. Aron Motsoaledi
9. Safety, Security and Liaison: Ms. Machwene Semenya
10. Sports, Arts and Culture: Mr. Joe Maswanganyi

We would like to take this opportunity to thank all organs of civil society and the people of Limpopo at large for the interest they have shown in this process through the invaluable inputs and proposals they have made. Your inputs and proposals have by far surpassed the bounds and horizons of our insights and wildest imagination. This has been evident from some of the proposals which go as far as a review or reorganisation of our public entities and parastatals. Our sincere words of gratitude and appreciation goes to the Public Service Commission.

We would also like to thank our colleagues in the Executive Council for the sterling work they have done in bringing us this far. It is obviously your commitment, dedication and teamwork which has enabled us to score the successes and achievements we have made. It is our firm belief that you will continue to respond to the call of service to your people who have so much confidence in you.

The people of Limpopo are known for the support they give to their government.
