Mbeki briefed on GDS implementation

The Joint Working Group, comprising labour, business and government, on Thursday presented their report to President Thabo Mbeki on progress made regarding the implementation of the Growth and Development Summit (GDS) resolutions.

Briefing the media after the meeting, Labour Minister Membathisi Mdladlana, Black Business representative Patrice Motsepe and Cosatu Secretary-General Zwelinzima Vavi said the parties would be convening soon, immediately after the president had studied their report.

Mdladlana said they were happy that they were progressing well although there were a number of issues that still needed attention.

"The GDS is not a panacea for all the problems that we are experiencing in the economy, however it is a very important intervention towards addressing the challenges that we are experiencing in the economy," said Mdladlana.

He said the impact of the GDS resolutions would not be immediate but would be medium to long term because they needed to agree on certain issues by the end of the year.

"Implementation of the GDS agreements are not an event but a set of multiple processes aimed at defining concrete steps and interventions at various levels. There are certain gaps that we want to close before the president convenes us again," he said.

Meanwhile Cosatu Secretary-General Zwelinzima Vavi said it was impossible to make a proper assessment as to whether they were delivering or not.

"We need to check with a host of other institutions about how we are doing in relation to those objectives of GDS so that we can than judge our own progress against the objects we have set for ourselves.

Vavi said they did not have full facts as to how many jobs had been created saying the issue required an independent body such as Statistics South Africa to assist in the process.

"We would want to judge our own commitment to social dialogue by what we can deliver concretely, this is big test, unfortunately we are unable to say we have completely satisfied every objective because we simply do not know some of the information, time will tell," Vavi said.

During the summit in June 2002, the stakeholders agreed on addressing challenges in investment, creating more jobs, advancing equity and skills development as well as local action and implementation.

The summit agreed, among many things, on the expansion of the Public Investment Initiatives, to build an expanded public works programme, to support growth cooperatives and to agree on sectoral strategies. – BuaNews.
