"There will be an interim constitution which we hope to finish by the end of February," Bremer told NBC news in an interview from Baghdad.
The US will help draft that constitution, which will include "all of the kinds of individual liberties we would like to see in there," such as freedom of religion and equality for all citizens, Bremer said.
A series of caucuses in Iraq's provinces will then elect representatives to an interim legislature, to which US will transfer sovereignty in June 2004.
"I think it is tactically a good way to go forward, we would have preferred to do it a different way, but it would have taken too long," Bremer said. – Sapa-AFP.
