This report, by the Southern African Catholic Bishops' Conference Parliamentary Liaison Office, notes that there have been several amendments to the Immigration Act 13 of 2002 since it came into operation; the problem is not so much the number of changes but rather the fact that it is not certain what the government hopes to achieve with its immigration legislation. It is well understood that if the economy is to grow there is need for more artisans, skilled workers and entrepreneurs in the country. Given the legacy of apartheid and the difficulties of turning around the education system, South Africa has simply not been able to produce sufficient numbers of school-leavers and graduates with these much-needed skills. This situation has been exacerbated by the brain drain experienced since the early nineties.
