Parliament’s first week of the fourth quarter kicks-off on a high note, with a mid-year briefing of diplomats, stakeholders and the media at the Cape Town International Convention Centre (CTICC) on Tuesday 9 October 2018, from 09:30 to 12:30.
 
The Presiding Officers of Parliament, National Assembly (NA) Speaker Baleka Mbete and National Council of Provinces (NCOP) Chairperson Thandi Modise, will be briefing diplomats, stakeholders and the media on the performance of Parliament during the first six months of the current financial year, as well as on the heightened international engagements programme of Parliament which includes the Inter-Parliamentary Union’s 139thAssembly scheduled for the 14-18 October in Geneva - Switzerland.
 
 There will be 53 parliamentary committee meetings, the Portfolio Committees (PC) of the National Assembly and the Select Committees (SC) of the National Council of Provinces, this week, from Tuesday 09 October 2018 to Friday 12 October 2018. These include:
 
Tuesday 9 October 2018:
1.           The PC on Sports and Recreation, will consider the presentations of the 2017/18 Annual Reports and financial statements of the Department of Sports and Recreation and its related entities, the Boxing South Africa and the South African Institute for Drug Free Sport. AGSA will also reflect on the audit outcomes of the Department of Sport and Recreation;
2.           The PC on Higher Education and Training will consider a briefing by the AGSA, the Department of Higher Education and Training, as well as its entities such as the National Student Financial Aid Scheme on their annual reports and audit outcomes of the 2017/18 Annual Reports; and
3.           The PC on Transport will get a briefing form the Passenger Rail Agency of South Africa on the burning of Metrorail Trains.
 
Wednesday 10 October 2018:
1.           The SC on Security and Justice will receive briefs by the Chairperson of the Portfolio Committee on Police regarding the Independent Police Investigative Directorate Bill, and the Department of Defence on the Defence Amendment Bill;
2.           The PC on Health will be briefed by the AGSA, FFC and the South African Medical Research Council, covering the audit outcomes and the performance of the health sector; and
3.           The PC on Human Settlements will consider the 2017/18 Annual Reports of the Department of Human Settlements and its entities, the National Housing Finance Corporation, the National Urban Reconstruction and Housing Agency, the Rural Housing Loan Fund, the Social Housing Regulatory Authority, the National Home Builders Registration Council, the Housing Development Agency, and the Estate Agency Affairs Board the Community Schemes Ombud Services.
 
On Thursday 11 October 2018:
1.           The PC on Police, will consider the 2017/18 Annual Report and financial statements of the Civilian Secretariat for Police, as well as the Independent Police Investigative Directorate’s (IPID) Annual Report and financial statements;
2.           The PC on Communications will consider the 2017/18 Annual Reports of the South African Broadcasting Corporation and the Media Development and Diversity Agency; and
3.           The PC on Social Development will consider the 2017/18 Annual Report of the South African Social Security Agency.
 
On Friday 12 October 2018:
1.           The PC on Police will consider the 2017/18 Annual Report and financial statements of the Private Security Industry Regulatory Authority (PSIRA);
2.           The PC on Agriculture, Forestry and Fisheries   will be briefed by the the Department of Agriculture, Forestry and Fisheries as well as the Perishable Products Export Control Board, the National Agricultural Marketing Council, the Onderstepoort Biological Products, the Agricultural Research Council and the Marine Living Resources Fund on their 2017/18 Annual Reports. The Department will also lead in briefing the PC on the Ncera Farms and the Wiljaro Fisheries. These briefings will be at the Agricultural Research Council Roodeplaat Campus, KwaMhlanga & Moloto Road, Roodeplaat, Pretoria in Gauteng; and
3.           The NCOP Ad Hoc Committee on the North West Provincial Government intervention will receive an update on the Committee’s rescheduled Oversight Visit to the North West Province.
 
The highlights of the NCOP programme this week, includes a Thursday afternoon Plenary Session that will consider motions with and without notices, as well as a debate on the transport month.
