Govt interventions in E Cape bear fruit

Government interventions to clamp down on corruption and fraud in the Eastern Cape have produced fruitful results, says Public Service and Administration Minister Geraldine Fraser-Moleketi.

Minister Fraser-Moleketi this morning outlined the achievements of the Interim Management Team (IMT) deployed in the province by President Thabo Mbeki in 2002 to weed corrupt elements off the public sector.

Minister Fraser-Moleketi, also chairperson of the Governance and Administration cluster, told a media briefing in Cape Town that the IMT had achieved notable successes in the Eastern Cape.

She said the IMT's work yielded results such as improvements on basic management, internal controls, human resource management, leadership and corruption fighting.

Under basic management, she explained, there had been new procurement delegations and new frameworks for procurement, financial management support, supply chain management support and human resource support.

She added that a two-year support of Information Communication Technology was introduced to ensure sustainable capacity and wipe out payment backlogs of R86,8-million to employees.

"Internal audit functions have been established in the four IMT departments and audit capacity has been brought in for two years to assist these departments," she said of the improved internal controls.

On human resource management, Minister Fraser-Moleketi said critical vacancies were being filled and a huge number of posts in health had recently been advertised.

"There is a scarce skills strategy in place, especially in the rural areas and forms part of the negotiations at national level. All managers have undergone competency assessment and development plans for these managers are being finalised".

All health managers had received new performance agreements and the performance of managers in education for past years was currently being conducted by the IMT.

The IMT set up a corruption hotline and the Joint Anti Corruption Task Team to curb corruption and fraud acts that were fast becoming the order of the day in the Eastern Cape.

The National Directorate of Public Prosecutions spearheads the Joint Anti Corruption Task Team.

"Besides audits relating to items such as procurement, hospital stock, petrol card abuse, which have been completed, with cases being prepared for this financial year, 1 323 cases have been managed by the IMT," explained minister Fraser-Moleketi.

She added that only 115 cases still had to be completed.

"Of the completed cases, 286 involve theft and fraud. Of those found guilty, 42% have been dismissed," she said. –BuaNews.
