As mandated by the Constitution, the governing party has a responsibility in ensuring that socio-economic issues together with service delivery are matters that cannot be jeopardised, and as a result services need to be provided to citizen rightfully.  Proper management of state resources, coupled with clear vision for the country has a potential of bringing about the needed transformation in South Africa.

As enshrined in the national Development Plan Vision 2030, South African needs a capable workforce to be a developmental state, where there is thriving economy and resources of the country are utilised to meet the needs of the people, and this speaks directly to service delivery. Basic delivery of services, such quality roads infrastructure, sanitation, adequate education facilities  are at  the core of basic needs for quality of life for any citizen of the country; however if distribution of these services are not well managed, this will jeopardise the vision to create a developmental state for the country.

However, with mind shift on how to manage government resources, the challenges can be overcome. On Thursday 09 March 2017, the NSG will be inaugurating the first of its kind training for Directors-General and Deputy Directors-General from government departments, through the newly developed Executive Induction Programme (EIP). The goal of the EIP program is not only to familiarise participants with their specific work environments, but also to inspire participants to build a public service which responds effectively and collectively to their call of duty as accounting officers. It is about building a capable and committed Public Service cadre with the necessary knowledge, skills, values and attitudes to do their job. The EIP is a programme designed specifically for newly appointed executive managers in the public service.


Executive managers in the public service therefore have a leading role to play in implementing the National Development Plan in order to make our developmental state a better country for all who live in it.  As highlighted, government leaders and accounting officers have a constitutional mandate to address and provide solutions to the challenges of poverty, inequality and unemployment and to ensure the effective delivery of basic services to all.
