EXTRACTS FROM A SPEECH BY COBUS DOWRY, MINISTER OF LOCAL GOVERNMENT IN THE WESTERN CAPE, AT AN INTER-GOVERNMENTAL CONFERENCE, Council Chambers, Civic Centre, Cape Town, On 3 February 2003
SPEECH THEME: OVERVIEW AND REPORT ON THE PROGRESS MADE WITH REGARDS TO THE PRESIDENTIAL COORDINATING COUNCIL RESOLUTIONS WITH REFERENCE TO THE WESTERN CAPE
The Provincial Department of Local Government played a key role to support municipalities through the transformation process. The areas of support can be summarised as follows:
1) Building strong local government and enhancing its status within a stable co-operative governance framework
2) Building stable institutional and administrative systems in local government
3) Deepening local democracy and accountability
4) Improving and accelerating service delivery and economic development, and lastly
5) Building financially viable local government.
The effective date by which the transfer of functions and powers can be phased in, is scheduled for 1 July 2004, a Memorandum of Understanding has been drafted to serve as an interim intergovernmental instrument to ensure continued service delivery by municipalities within the Western Cape Province and to strengthen a relationship of co-operative governance. The Memorandum of Understanding will be formally consulted with organized local government and each individual municipality.

Voorgestelde provinsiale wetgewing vir plaaslike regering. wat voorsien word en tans nog net in beplanningsfase is sal by een van die kommissies hanteer word.
2) The second resolution is Building stable institutional and administrative systems in local government
The Department of Local Government has identified five critical interrelated strategic areas of support. These areas are political leadership, developmental local governance, financial systems and structures, administrative systems and the local government system.
Various training sessions were held for councillors through the Management Support Programmes and specific financial training was conducted by my Department in line with national project viability training.

Local government plays a strategic role in the building of communities, organizations and the business sector, which can ultimately contribute to the development of the area.
Huidiglik fokus openbare deelname in die Wes-Kaap baie sterk op die GOP proses.. Die gevolg is dat daar openbare deelname is slegs as dit nodig is vir die GOP proses en nie as 'n norm nie.
Die Departement van Plaaslike Regering plaas 'n groot klem op gemeenskapsgedrewe ontwikkeling. Daarom wil ek raadslede aanmoedig om hulle gemeenskappe te betrek en waar ons voltydse raadslede het moet raadslede baie meer tyd tot beskikking stel vir die publiek om ook op 'n deurlopende wyse met die publiek te konsulteer.
Wanneer die Uitvoerende Burgemeesterstelsel geimplementeer word gaan ons terselfdertyd ook wykskomitees instel vir elke munisipale wyk in elke munisipaliteit. Wykskomitees sal bestaan uit 10 lede met 'n wyksraadslid as voorsitter. Dit is nie poste waaraan vergoeding geheg word nie maar dit is 'n ideale forum waarin inspraak gelewer kan word en waardeur die gemeenskappe betrokke gemaak kan word.
4) Service delivery and local economic development
The Western Cape Provincial Government is committed to ensure that at least a basic level of municipal services are delivered to those households who cannot afford to pay for it.
The Western Cape is performing very well with regard to the provision of free basic services. The most significant progress was made in respect of water provision. All 30 municipalities in the Province provide a certain amount of water free of charge to all households, but only eight supply such service only to indigent households. In the case of electricity, only 9 municipalities do not provide free electricity. In some cases this is due to the fact that Eskom provides electricity directly to these households. It is heart-warming, however, to say that some municipalities even buy coupons from Eskom and distribute them free to indigent households. Free refuse removal and sanitation is delivered to indigents by 25 municipalities in the Western Cape.
An investigation is now nearing finality into the provision of free basic services and its possible extension. The terms of reference for the investigation include:
* To define the term "basic services" as applied in the Western Cape;
* To quantify the delivery of basic services as delivered by the municipalities in the Western Cape, the cost involved, as well as the financing of these costs;
* The level of free basic services and the current affordability;
* The identification of other free services delivered by municipalities;
* The identification of possible other free services that can be delivered and the cost involved;
* To determine whether the equitable share allocation to municipalities from national revenue is sufficient to finance free basic services;
* To investigate alternative sources of finance which can be utilised for the provision of free basic services.
