STATEMENT BY COBUS DOWRY, MINISTER OF LOCAL GOVERNMENT

R12,5 M INFRASTRUCTURE DELIVERY FOR THE WESTERN CAPE INCLUDING R5,3 M FOR THE CENTRAL KAROO DEVELOPMENT NODE

The delivery of municipal infrastructure in the Western Cape remains a high priority for the Department of Local Government and in the 2003/2004 financial year the Department of Local Government coordinates the Consolidated Municipal Infrastructure Programme (CMIP) with an amount of R183 million to be utilised for infrastructure programmes in disadvantaged areas.

CMIP supports municipalities in the provision of new infrastructure as well as the rehabilitation and upgrading of current infrastructure. CMIP funds are allocated to the seven project categories (water, sanitation, roads, solid waste, community facilities, community lighting and storm water).

Already in this financial year projects of:

R4, 32 million were completed,
R2, 65 million are in construction phase,
R13, 5 million are in design and tender process, and;
52 projects worth R38, 38 million are in the approval process.

I have now approved 15 projects with a CMIP value of R12, 5 million. Normally the local municipality also contributes towards projects in their area and is the completed value of a project more than the CMIP contribution. The total value of these infrastructure projects amounts to R16, 6 million.

In the Central Karoo development node where CMIP is a major contributor to the upliftment of our people, 9 projects have been approved. At Prince Albert Municipality the water supply of Bitterfontein at Leeu-Gamka will be upgraded and in Bitterwater, also in Leeu-Gamka, the rehabilitation of streets and storm water will benefit the local community. Another project in Prince Albert will bring new roads and storm water to Noordend. These approved projects amount to R1, 7 million. Another R1, 54 million has been approved the Central Karoo District Municipality for the upgrading of storm water drainage in Murraysburg. The Municipality of Beaufort West will receive R2, 03 million for the upgrading of sewage works at Steenwerke, new storm water drainage in Nelspoort, a new storm water system in Rustdene, a new traffic calming system and the upgrading of the cemetery in Beaufort West. CMIP's contribution towards building the communities of the Central Karoo amounts to R5, 27 million.

For the Overberg District Municipality 4 projects have been approved including R640 000 for Botriver for the upgrading of sludge drying dams, a new sewage system and the rehabilitation of the water supply network. In Elim R500 000 has been approved for the rehabilitation of streets and storm water.

Kleinmond in the Overstrand Municipality will soon start with a refuse site at Overhills after R175 000 has been approved. Similarly the Drakenstein Municipality will receive R2, 5 million for the extension of the existing refuse site. Three projects of R1, 6 million have been approved for Karatara in the Knysna Municipality. Two projects will deal with the upgrading of the bulk sewage system and another will upgrade the water supply network. The upgrade of the main water supply at Velddrif in the Bergriver Municipality will now become reality after R1, 3 million has been approved and R414 000 has been approved for the Swartland Municipality for the rehabilitation of the access road at Abbotsdale.

The much-needed new infrastructure projects or the rehabilitation of current infrastructure brings true meaning to the national aim of CMIP namely "building communities through infrastructure."

Our overarching desire is to enable all our communities to live a normal life, free of infrastructural obstacles. This is where CMIP's contribution is so valuable. Without basic services as supplied through municipal infrastructure, economic freedom cannot follow and without economic freedom, development and prosperity is impossible.

The provincial government's commitment is to bring hope, delivery and dignity to its citizens in the next decade as echoed in the words of the Premier. In the process, we can only push back the frontiers of poverty if all spheres of government bring together and focus all our resources in an integrated manner.
