Speaking on 702 Eyewitness News, Ngwema said there was "no basis" for such an application.
The station reported that Zuma would lodge an urgent application in the Pretoria High Court to obtain a copy of an alleged damning letter indicating that he sought to obtain a R500 000 bribe from a company involved in South Africa's controversial R53-billion arms deal.
SABC news reported that the letter was originally encrypted and written in French, and that the Scorpions were in possession of an English translation.
National Director of Public Prosecutions Bulelani Ngcuka's lawyers would oppose the application, arguing that the matter could be settled out of court.
