President Jacob Zuma has announced that Mineral Resources Minister Ngoako Ramatlhodi will replace the late Collins Chabane as the public service and administration minister.

Chabane was killed in a car accident on the N1 outside Polokwane on March 15.

Arts and Culture Minister Nathi Mthethwa had been acting public service minister since March.

Meanwhile, Zuma appointed the African National Congress Free State MP Mosebenzi Joseph Zwane to replace Ramatlhodi as mineral resources minister.

Zwane would be sworn into office at the Union Buildings today.

Developing countries will struggle to track their progress in implementing the 17 new global Sustainable Development Goals (or SDGs) and their 169 targets.

The goals are expected to be developed by world leaders at a summit at the United Nations in New York this weekend.

Pope Francis is to open the summit on Friday, followed by three days of debate by heads of state and governments before the so-called “Post-2015 Development Agenda” becomes global policy.

The 17 SDGs would replace the eight Millennium Development Goals, which were adopted in 2000 with the aim to reduce poverty by half.

Osten Chulu, senior economist for the UN Development Programme said South Africa’s maternal mortality rate, the percentage of mothers who die in childbirth, had remained stubbornly high – at the same rate as many of the poorest countries in Africa.

He said South Africa would probably battle just to track, let alone achieve, 17 goals and their 169 targets.

President Jacob Zuma’s announcement of a board of inquiry into national police commissioner Riah Phiyega’s fitness to hold office was met with mixed opinions from politicians, commentators, and ordinary South Africans.

Riah Phiyega probably just found out politicians will throw you under the bus even if you lie on their behalf,” commented constitutional law professor Pierre de Vos on Twitter.

The board would look into the allegations of misconduct by Phiyega as well as her “capacity to execute official duties efficiently”.

Meanwhile, the country’s two biggest opposition parties, the Democratic Alliance and the Economic Freedom Fighters, welcomed the announcement but questioned why Phiyega alone was being held accountable for the Marikana massacre on August 16 which claimed 34 lives in what’s believed to the be the biggest loss of life in a single police operation in post-apartheid South Africa.

Also making headlines:

Trade and Industry Minister Dr Rob Davies said South Africa’s solar programme was a ‘game changer’.

The City of Johannesburg said a 30% drop in traffic on roads leading to Sandton, and into the business hub itself, during the EcoMobility Festival would be a success.

And, United Nations envoy Bernardino Leon said that a final text of a peace deal for war-torn Libya had been reached at talks in the Moroccan resort of Skhirat.
